Gleisi Helena Hoffmann, Civil Cabinet Head-Minister
Gleisi Helena Hoffmann was born in Curitiba, Paraná, Brazil, on September 6, 1965. Married to Paulo Bernardo, she is mother of two, João Augusto and Gabriela Sofia.
Minister Gleisi began her political activity early in youth. In her hometown Curitiba, she took part in different student organizations and was a member of the Metropolitan Students´ Union. She took part of the Brazilian Union of Middle and High School Students and in 1989 joined the Workers’ Party. Gleisi studied Law and specialized in Public and Financial Administration.
Minister Gleisi began her political activity early in youth. In her hometown Curitiba, she took part in different student organizations and was a member of the Metropolitan Students´ Union. She took part of the Brazilian Union of Middle and High School Students and in 1989 joined the Workers’ Party. Gleisi studied Law and specialized in Public and Financial Administration.
Her professional experience has the core on public administration and political action. Gleisi was local Secretary in Mato Grosso do Sul state and Public Administration Secretary in Londrina, Paraná. In 2002, she took part of President Lula’s transition team, as deputy of Minister Dilma Rousseff.
With Lula’s presidential victory, Gleisi was nominated Financial Director at the Itaipu Binacional Hydroelectric Dam, and she took the oportunity to impove her public administration skills. As the financial manager of the Company, she implemented different innovative structuring measures. She made up the concept of integrated management of all of Itaipu’s financial systems; promoted the adoption of electronic bidding by the Brazilian and Paraguayan sides of the Company; and stressed, at all times, the maintenance of tariffs at the smallest possible cost. Gleisi strengthened ties with the Paraguayan side of the Company, which led to the inclusion – by Exchange of Notes between the two countries – of concerns with environment as well as the social responsibility in the Company´s profile. As a result, Gleisi played a decisive role in the broadening of Itaipu’s mission, which added, to its role as energy provider, added the value of key promoter of economic development.
While at Itaipu, she contributed to the development of several social programs. It was due to Gleisi Hoffmann’s lead that Itaipu Binacional put together, in Foz do Iguaçu city, the Casa Abrigo (Home Shelter) Project for women and their dependents who are victims of domestic violence and under risk of death. She developed further initiatives, such as the Child and Youth Protection Program, whose main focus is supporting a network of actions in favour of children and teenagers in Foz do Iguaçu. It was also with her support and leadership that the Health at the Frontier Program was created with the aim of integrating prevention and treatment initiatives by both countries in the frontier region.
In 2010, Gleisi Hoffmann became the first woman Senator for the State of Paraná, with over three million votes. In June 2011, President Dilma Rousseff asked her to take over as the Head of the Civil Cabinet at the Presidency of the Republic.
